RAD / SECTION 18 BLEND
The Granbury Housing Authority (GHA) has submitted a RAD/ Section 18 Blend application for the conversion of the first 50 of its public housing portfolio. The intent of GHA is to withdraw the units from conventional public housing program, convey the properties to a subsidiary entity of GHA, and retain the units as affordable housing through the provision of project based voucher subsidy assistance through the Housing Choice Voucher (HCV) program, as administered by a partnering PHA, the Waco Housing Authority (WHA). In addition, in order to ensure that the units meet and exceed the Housing Quality Standards (HQS) required for the HCV program, GHA intends to complete moderate rehabilitation as needed on the units using the current Public Housing Operating and Capital Funds and reserves. Upon conversion of the first 50 units through the RAD program, GHA intends convert the remaining 50 through the Section 18 disposition process and close out its Public Housing program by the end of 2026 or earlier.
What is a RAD / Section 18 Blend?
RAD/ Section 18 Blend allows a housing authority to combine the use of two different HUD programs (RAD and the Section 18 Demolition and Disposition program) to convert the property to the Project-Based Voucher contract
What does the Section 18 process mean for residents?
ALL residents in the property will receive the resident protections and guarantees of the RAD program, so the combined process will not impact current residents.
The housing authority will have to submit additional paperwork to qualify to convert a portion of the units under the Section 18 program. If eligible, the housing authority may receive additional HUD voucher funding for UNITS converted under the Section 18 program.
